State Program To Lower Insurance Leaves Some Homeowners Out To Dry

Many central Florida homeowners who made their homes safer to face storms like Fay, did not get the lower insurance premiums they were promised. The lower premiums were part of a state-sponsored, free inspection program. Action 9's Todd Ulrich... has uncovered dozens of complaints, against citizens property and casualty....for not cutting the rates.

The new hurricane shutters are ready to go at an Ormond Beach home. But Sue Sefscik claims---even though her house is better prepared---her insurance company refused to lower her premium.

"They basically tell me...too bad, so sad.. we're not going to give you any discount," said Sue.

That's not how it was supposed to work, when Sue signed up for the state's My Safe Florida Home program. A free inspection which recommended hurricane improvements ----and it offered grants that paid for Sue's shutters---and reinforced garage doors. Sue says she followed the rules, but then her premium stayed sky high.

"Then Citizens which is also a state agency does not follow those sames rules---so what's a homeowner to do," said Sue.

Sue contacted Action 9---and we called the Department of Financial Services that regulates the program.

We found nearly 90 homeowners have the same complaint, they installed shutters or other improvements ---but citizens won't lower their premiums.

Financial Services is now reviewing the Citizen's complaints. After we called the insurer of last resort----Citizens said Sue's agent had not supplied all the paperwork---but it would now lower her premium for this year---and next.

What Sue claims she could not accomplish, "and here it is a whole year goes by and I can't get any satisfaction from citizens."

Citizens claims most of the complaints came from homeowners who had not proved all the improvements were made. The average homeowner saw premiums drop 200 to 500 dollars a year.
