Several homeowners claim they're living that nightmare and when they could not get answers from Orange County---they called Action 9.

What's behind the doors of the house, alarms many neighbors on a quiet residential street in northwest Orange County.

The website suggests its the home of the "lawless bullies kennel", a Pit Bull breeding business.

Tim Swope, a dog owner himself lives just across the street and claims many folks feel the same way about a neighborhood Pit Bull kennel. "I can't imagine 4 or 5 Pit Bulls attacking someone in the neighborhood."

Tim fears the rear fence is not secure. No matter the breed, some homeowners claim it's a commercial enterprise, the website lists 6 mature Pit Bulls as breeding stock. Puppies sell for 15 hundred dollars. "I am against commercial breeders operating within a residential area like this."

Eventually we were allowed inside and found four Pit Bulls.

Lawless Bullies owner Brandon Billings told me the other dogs were staying with business partners but since his neighbors called us he'll move his dog business somewhere else. "If you don't like Pit Bulls, I'm sorry that's your problem not mine."

Turns out Billings is currently serving probation on an interstate drug trafficking offense.

After our calls, Orange County Code enforcement reopened an earlier investigation.

It did not find current violations but it will monitor the operation, since selling more than 2 litters a year is considered a business and would trigger action.

"We think it meets all the definitions of a commerical kennel," said Tim Swope.

Lawless kennels has already advertised two litters for sale on the website, the owner stresses his dogs are not bred, sold, or trained

for illegal purposes.
