Umatilla Fire Chief Resigns Amid Nude Photo Controversy

A Lake County fire chief resigned over a controversial photo from a fatal crash.

Umatilla fire chief Richard Shirk was already suspended for sending an e-mail that showed the victim's breast. City Manager Glenn Irby received a complaint in late November.

Eyewitness News obtained Richard Shirks' letter of apology. He apologized to the city and claims he took the pictures and distributed them to other agencies for educational purposes.

"The fact that he emailed it to other fire departments is something, that in my opinion, should be kept in house. An invaluable too for investigation? He wasn't investigating the scene. That was up to FHP," said Irby.

Shirk was given a three-month severance package.
