APOPKA, Fla. -- The city of Apopka says a popular restaurant that was suddenly shut down actually owes the city hundreds of thousands of dollars.An investor told Eyewitness News last week the owners of Captain And The Cowboy only owed $20,000. The city says they owe almost $300,000 in back rent.The city plans to take legal action to try to recover taxpayer dollars. It is also looking for a new tenant to rent the building.
