Video Shows Man Hit With Baton, Tasered In Downtown Orlando

ORLANDO, Fla. -- Orlando police pummeled a suspect downtown and eyewitnesses say he was only taking pictures of a man disputing a ticket during the Global Peace Film Festival. The incident happened early Monday morning. Now that man and a second film festival visitor are planning to file complaints against the department.

Ironically, the melee happened as one of the men arrested was leaving the Global Peace Film Festival. The alleged mistreatment happened along Pine Street and it all began over a $30 parking ticket."No that's wrong! No, no, no, no, are you serious!" an eyewitness said as she recorded video of how the situation ended.Orlando police used a baton and taser to control and arrest New York filmmaker John Mattiuzzo."It was like a WWF event, where they were having fun," Juan Cartegena told Eyewitness News (watch full interview).Cartegena was there. In fact, he'd just been pepper-sprayed and cuffed for arguing over a parking ticket an officer was giving a friend. Witnesses said a group of filmmakers in town for the film festival objected to the way Cartegena was being treated."There were people screaming, 'We're allowed to take pictures!" and they said, "Get out of here or we are going to arrest you," Cartegena said."So you don't think they wanted cameras there?" WFTV reporter Steve Barrett asked."They did not want cameras there. That was my feeling, of course," he said.Orlando police would not comment on camera, but said officers can use force based on actions of the person being arrested. Cartegena has not yet been charged, but Mattiuzzo, the man in the home video, faces resisting arrest without violence and disorderly conduct.Both men intend to file complaints with Internal Affairs. Orlando police said they did what they had to do to control a growing crowd. Those arrested said police abused their authority."I'm very upset, depressed. I just want justice," Cartegena said.There have been plenty of similar complaints against Orlando Police Department officers recently. A spokesperson says every case is investigated separately.The latest incident happened early Monday morning and the department has not received official complaints from either man yet, although they both have attorneys now.Just last Friday, Channel 9 obtained police dash camera video (see report) showing Officer Richard Ruth yanking a suspect out of an SUV they were following, but the video showed their demeanor change after they realize the suspect is the stepson of the head of Internal Affairs.Officer Ruth was suspended for three days for cursing. The reckless driving charges filed against the suspect were dropped.
