BREVARD COUNTY, Fla. -- Gleaming new two million dollar stables at Wickham Park in Brevard County are for horses but they've sat empty for months. And now, the county will pay a consultant to figure out how to use them.So far, the stables only have been used as an animal shelter during Tropical Storm Fay. So essentially, the county has shelled out two million dollars for a hurricane shelter for animals. The stables replaced 40-year-old stables and were built as part of a voter-approved countywide park referendum.Horse owners like Dave Palmbach are frustrated."It really boils down to being able to deliver what was promised," said Palmbach. The project was completed in February and for virtually all of the last eight months, has sat unused.County Commissioner Mary Bolin, who represents the area, refused to answer any questions and walked away when asked.Taxpayers and park users such as Sebrina Ginn say the county commission shouldn't take the issue so lightly."Why would they spend all that money if they are not going to use it and then to not answer why? That's frustrating. Very frustrating," she said. The county is spending $12,000 on a consultant to tell it the best way to run the stables.Palmbach, say it's outrageous that the county is hiring that consultant now, nearly nine years after the new stables were originally proposed. That consultant is supposed to finish a report by the end of this month, meaning t could be two more months before these stables get any real use.
