Resident Blames County For Flood Problems

The flooding problems are not only in Volusia County, but in Lake County as well.

Homeowners in Astor said their yards flood every time it rains and they want the county to dig culverts to divert the flood water.

Whenever there are downpours, the county's public works office gets a lot of complaints about flooding. Residents in Astor say in no way do they want to compare their problems to the residents' suffering in Volusia County.

However, they say they have trouble too that needs to be addressed. Jim Nickell has lived along Loyd Street in Astor for 11 years

"Well, it frustrates me that the county won't maintain this side of the street," he said.

Nickell says whenever there's heavy rain his yard floods and presently it's about 8 inches deep. He says he blames Lake County.

"What do you want them to do?" asked WFTV Berndt Petersen.

"Put a culvert right through here," replied Nickell.

"And you won't flood?" asked Petersen.

"No." responded Nickell

"We replaced those culverts 5 years ago," said Public Works Director Jim Stivender.

Stivender says there are some culverts in Nickell's neighborhood, but not on Loyd Street.

"The road was clay a few years ago. We surfaced it and we built the road up a little so it would not flood, because we had huge problems with people not being able to get out of their house," said Stivender.

However, the work did not include a storm drain system.

"We don't put culverts in for people's houses. It's their responsibility to put the culverts in," he said.

One of Jim Nickell's neighbors didn't go that far, but he did dig his own ditch in front of his property and it works. But Nickell believes that should be the county's job.

"I told them, we should hold back on our taxes. They said, 'Okay, fine, we'll take your property,'" said Nickell.

Public works said if they had permanent deep standing water and it was a health hazard then they would step in, however that was not the case.
