ORANGE COUNTY, Fla. -- Some of the busiest roads in Central Florida are going to stay that way. A new state law means Orange County can't afford to fix and expand major roads like Econ Trail, Lake Underhill and Rouse Road for at least another 10 years and they're roads that were supposed to be rebuilt within the next year.An expansion project was supposed to start this year on Lake Underhill Road, but now drivers will be faced with more congestion because the project has been put on hold."The traffic here is ridiculous. Sometimes I get stuck for two miles," commuter Ryan Wood said.Wood uses Lake Underhill Road every day to get to and from work. He says traffic is a major problem in Orange County, but now with a new bill that was recently signed into legislation drivers aren't going to see any improvements anytime soon.Before the new bill, developers were required to pay two different fees, but with the new legislation one of the fees has been eliminated and the other fee doesn't have to be paid upfront. So now the county is hurting, because developers who paid upfront fees want their money back."It's going to be taking roads, of dire need for level and service, and move them back to 2019," county commissioner Linda Stewart said.The county says seven stretches of road in east Orange County will be impacted: SR 436 to Harrell Road, Harrell Road to Dean Road, Curry Ford Road to Lake Underhill Road, Lake Underhill Road to SR 50, SR 50 to University Boulevard, Dean Road to Rouse Road and SR 441 to Orange Avenue.Wood says he's frustrated. Developers get a break on fees, which means the taxpayers are the ones who ultimately pay the price."I don’t like it one bit," Wood said. "It gets worse every year, every year."The bill is supposed to encourage other means of transportation. The county is also required to come up with a mobility plan in two years.
