OSCEOLA COUNTY, Fla. -- Only three weeks after an inmate escaped from the Osceola County jail, corrections officers have discovered yet another major problem. WFTV learned that six inmates had modified two of the cells to hide and share homemade alcohol and other contraband.The jail is already facing so many other problems. Just days before Osceola County is scheduled to release a disciplinary action report regarding last month's escape of inmate Michael Rigby, WFTV has uncovered more problems at the jail.Six inmates were charged Tuesday when a corrections officer discovered a hole between two cells. Investigators said the inmates were able to hand each other items from one cell to the other. The names of the inmates charged are Christopher Carter, Kevin Alsen, Philip Wickham, Angel Portuondo, Salvatore Czajak and Wendell Elliot.MUG SHOTS: See Each Of The InmatesWFTV asked county leaders what they plan to do to make the jail more secure. The county commission chairman, Fred Hawkins, said they would be making changes to training and even background checks when hiring at the jail. He also said he's heard from constituents who believe the jail chief should be fired.Major problems at the Osceola County jail have the community losing faith."It scared the crap out of me when I heard about the attempted murderer that broke free," resident Julie Smith said.Smith said the escape by Michael Rigby was the most shocking. But Wednesday night, when WFTV broke the story about six other inmates who dug a hole in the wall between cells to hide contraband like home-made alcohol and a pipe, she said that was the final straw.An incident report says a jail guard found that the toilet paper holder was loose and had been previously removed from the wall. When he removed the toilet paper holder, he found that it opened up to a large void that separated cells 108 and 107. He found a t-shaped pipe, several cigarette lighters and a large plastic bag containing what's called “buck,” a form of homemade alcohol made from fruit."If he's not doing his job, yeah he's gotta go," Smith said.Smith is referring to jail Chief Greg Futch and she's not the only one. County Commission Chairman Fred Hawkins says the mounting problems are a big concern. He recently toured the jail to get an explanation for the escape.Hawkins said his most startling observation was "the lack of following the rules and procedures that are established." It's still under investigation, but he said it's obvious several corrections officers made mistakes and there's even a separate criminal investigation going on."Do you think he should lose his job?” WFTV reporter Jeff Deal asked.“I will wait to see the full and final report," Hawkins said.But he said that decision is something the county manager will have to make. Neither the chief nor the county manager responded to WFTV’s requests for interviews.A disciplinary report from the jail escape was expected to be released Thursday, but WFTV was told that will likely come next week. In the meantime, the escaped inmate, Michael Rigby is still on the run. His father and grandmother were both arrested for allegedly helping him.In the past year, the jail's had big problems with inmate behavior and escape plots. One corrections officer was arrested for delivering illegal drugs to inmates, while a second was discovered helping an inmate escape. That violent plot was foiled.But the jail mistakenly released another inmate, accused of brutally attacking a woman. Another inmate was caught having sex on supervised work-release at animal control.
