Man Arrested After Chain Found Cutting Dog's Throat

EUSTIS, Fla. -- A chain was found tied so tightly around a dog's neck that it cut the dog's throat.Eustis police arrested John Thomas on animal cruelty charges. Neighbors said Thomas left his dog tied to a tree with no room to run.Police said the food and water bowls were both empty.The dog was taken to a vet's office and is expected to survive.
