Sanford officer suspended for having sex with trainee, investigators say

SANFORD, Fla. — A Sanford police officer in charge of training other officers was just suspended, because she had a sexual relationship with a trainee and his wife.

Channel 9's Daralene Jones obtained a 34-page investigative report involving Roxanne Hulse and Alexander Kostal.

Kostal was training to become a full-time Sanford police officer, and a few weeks in, he’s accused of getting involved in a sexual relationship with his field training officer, Hulse, 9 Investigates discovered.

Hulse who earns $38,000 a year, was suspended for 96 hours, or eight days, and is no longer allowed to perform field training.

Kostal, the trainee, was in the process of being fired for lying when he resigned.

“Talk to me about why this field training officer, former field training officer wasn't terminated,” Jones asked Sanford Police chief Cecil Smith.

“Well, we looked at the matrix and the offenses and the policies, and so she had two violations of policy,” Smith said.

Both are considered Level 3 violations. Discipline ranges from an eight-hour to a 96-hour suspension. Hulse, who had no prior issues, received the harshest punishment possible.

The relationship started when Kostal approached his wife about a three-way relationship with Hulse.

Investigators said Hulse told his wife that the two women would “hit it off” and described sexual encounters they discussed because Hulse was "bi-sexual."

Hulse moved in with the couple with a Tempurpedic bed, which they thought would be better for his wife, who was pregnant, investigators said.

Kostal's wife began to get jealous and reported the affair to Sanford police, investigators said.

Smith told 9 Investigates that he’s not concerned about Kostal retaliating against the agency with a sexual harassment lawsuit.

“No, because if you go back and look at the case, you'll see that a lot of this was instigated by the trainee,” Smith said.

There wasn't a separate investigation into Kostal, so he even though he resigned in lieu of termination, he still has his law enforcement certification.

9 Investigates reached out to Kostal through his social media account, but hasn't heard back yet.
