Police said the gunman’s black Honda was last seen heading north on Douglass Avenue in Altamonte Springs.
"It is a passenger vehicle. It is occupied by a Hispanic male and Hispanic female passenger. What we know is, again, it's not a random act of violence. It looks like these two vehicles were involved in some kind of incident on the roadway and that's why the shooting occurred," Evelyn Estevez with the Altamonte Springs Police Department said.
The victim is recovering at Orlando Regional Medical Center.
The gunman remains at large.
