3 Kissimmee police officers under investigation for alleged misconduct post bail

KISSIMMEE, Fla. — The Kissimmee Police Department said it is conducting internal investigations into two separate incidents involving allegations of misconduct.

One of the incidents involves officers Tiffany Hall, Taylor McFee and Felix Echevarria, the Kissimmee Police Department said. The department said it received a complaint from the State Attorney's Office indicating concerns relating to possible untruthful testimony that had been given during a courtroom proceeding.

The Kissimmee Police Department said it reviewed the allegation and made the determination to conduct a criminal investigation.

Hall, McFee and Echevarria bonded out of jail Wednesday. Hall posted a $6,000 bail and McFee and Echevarria each posted a $2,500 bail.

Kissimmee police arrested Jonathan Elliott, 24, at a motel last November on drug charges. But the charges were dropped after surveillance video was revealed.

Elliot said he knew something wasn't right when he read the police report and told his public defender to request the video.

“If it wasn't for this video, I probably wouldn't be out right now,” said Elliot.

The video shows three officers enter the room and arrest Elliott. But that is not what was written in the police report or what was told in court.

Hall said she approached the room alone and Elliott answered the door and gave her a bag with 29 grams of marijuana. But investigators said Hall lied.

“I was reading through the affidavit, and I saw how everything didn't make sense. It didn't line up with what had really happened,” Elliot said.

Investigators said two other officers seen in the video, Taylor McFee and Felix Echevarria, were charged with misconduct after text messages showed their knowledge of the alleged deception.

“These men and women wear this patch very proudly, and when somebody does something that is against that patch, it affects all of us,” said Stacie Miller of the Kissimmee Police Department.

Elliott admits he's served time for theft, but said he didn't have drugs the day of his arrest.

“They probably would've gotten away with what they did just because it would be a police officer's word against my own,” Elliot said.

Police said felony charges were filed on Hall for perjury and official misconduct. Investigators said McFee and Echevarria were charged with official misconduct for their involvement in the incident.

In a second incident, the Florida Department of Law Enforcement notified the Kissimmee Police Department about allegations involving Cpl. James Rabb for an incident that occurred in September 2014.
Authorities said the police chief requested that the Florida Department of Law Enforcement conduct the criminal investigation, and it will be submitting the case file to the State Attorney's Office to file criminal charges. 

The specifics of the allegations have not been released.

The four officers will be suspended without pay, authorities said.
