Orange County couple accused of making $150K in fraudulent Medicaid claims

ORANGE COUNTY, Fla. — A married Orange County couple have been arrested on charges they billed Medicaid for more than $150,000 in services to autistic children that officials say never took place.

Anthony Handal, 58, and Sandra Mora, 46, were employees of MTS Services and served as a social worker and case manager, respectively.

Prosecutors argue that the pair would contact families with Medicaid, took their information and used it to create false documents for billing.

The scheme started to fall apart when one mother looked over the charges on her Medicaid account and realized some were for services rendered on days while her family was vacationing in Europe.

State prosecutors said that while the scheme was going on, the couple took two trips to London and Handal visited Cancun twice.

Handal is facing charges of making a false Medicaid claim and two counts of running a scheme to defraud. He was being held at the Orange County Jail in lieu of bonds totaling $200,000.

Mora was charged with making a false Medicaid claim, violation of the Florida Communications Fraud Act and running a scheme to defraud. She was being held at the Orange County Jail in lieu of bonds totaling $170,000.
