Orlando teams up with UCF to create mass-shooting response guidebook

ORLANDO, Fla. — Nearly a year after the Pulse nightclub attack in Orlando, city leaders have announced they have teamed up with the University of Central Florida to create a guidebook to help other cities prepare for similar situations.

“What we realized after the fact (is) there is no good manual for a city that is in that position, so we want to analyze what we did good and what we didn’t do as well, and then have at least a guidebook for other cities,” Orlando Mayor Buddy Dyer said.

The city will be working with Dr. Thomas Bryer and Staci Zavattaro from UCF, who will be heading up the study into the response to the June 12 attack that claimed the lives of 49 people and injured dozens of others.

The project’s cost is estimated at $76,000, most of which will pay for the professors’ time, staff and some travel.

It is expected to be complete by the end of the year.
