Police: Peeping Tom arrested after recording video of women in Walmart dressing rooms

PORT ORANGE, Fla. — A man was arrested after he used his cellphone to take pictures and videos of women as they were changing in a dressing room at a Walmart on Dunlawton Avenue, Port Orange police said.

Terrence Sicilia, 29, was arrested Monday at his home in Holly Hill, police said. He was charged with video voyeurism, which is a third-degree felony.

“It's a sign of the times. It's just getting worse every day,” said customer Diane Bratcher.

Shoppers told Channel 9 they were scared and disgusted.

“Oh well, we're not happy. We're not happy now. We're really not happy,” said one shopper.

“It's just gross,” another shopper said. “I think it's scary. I think it's sick and disgusting.”

Port Orange police said the incidents happened on Saturday.

“Nothing surprises me, and it's more than the cellphone and peeping Tom, it's any dangers. Just be aware of your surroundings,” said customer Laura Fawcett.

Many customers said they hope more will be done to keep it from happening again.

“They should probably do something to be more diligent. Maybe look under, make sure everyone that's in there is supposed to be,” said customer Heather Isom.

Other shoppers said they were frightened that a person could be recorded without noticing.

“It could happen to anybody. There's really not much you can do if you don't know it's happening,” said customer Leigh Jones.

Walmart released this statement: "We take the privacy of our customers seriously, and we are committed to providing them with the best shopping experience possible. It’s disturbing that anyone would try to secretly video customers in our store, and we will not tolerate this behavior. We thank Port Orange Police for their outstanding work that resulted in a quick arrest of the individual they believe is responsible. We will continue to assist them in their ongoing investigation."

Sicilia has had trouble with the law in Volusia County, including alleged sex crimes.

Sicilia was arrested in 2011 and charged with lewd and lascivious behavior.

A police report said Sicilia “touched two different females intentionally on the buttocks with his pelvic area” inside a department store.

A judge found him guilty in February 2012 after pleading no contest.

Sicilia was arrested in 2013 and charged with sexual battery on a child older than 12, and "robbery by sudden snatching."

Details of that case have been marked “confidential.”
