PALM BAY, Fla. —

A no-kill animal shelter in Palm Bay, started by a 9-year-old, is under investigation.

Volunteers at the Friendz For Life shelter have complained about animals living in dirty cages and having a lack of medical care.

Zachary Williams, now 13, started the shelter. His mother said the problems got worse when the family had to move to Iowa because of a family emergency.

A Brevard County Animal Services spokesman said, so far, no problems have been discovered.
