WFTV learned that a man who's already been arrested for stealing luggage at Orlando International Airport has been arrested again for the same thing.

Stephen Brown is in the Orange County Jail facing new charges.

WFTV's Ryan Hughes tried to talk with him Thursday night, but he said the more he thought about it, the less he wanted to talk. He accepted an interview, but then when he saw the news cameras in jail, he canceled.

Police said Brown would wait for the baggage claim carousels to get moving, come in, steal the bags and then take off.

He was arrested just a couple of days ago for swiping a bag last month.

Inside Brown found checks and allegedly made them out to himself and cashed at least four of them at Orlando-area Chase banks.

"Certainly not a great way to end a flight, that's for sure. Welcome to Orlando, right? said air traveler Debbie Salamone.

"I'm careful what I pack in there. I carry my jewelry, my medicine, things like that," said traveler Christine McGathey.

The victim in the latest incident had just arrived from Dallas and told police he had more than $6,000 worth of belongings in his bag, along with the checks.

Last month Brown and Angel Campos were arrested on charges of stealing luggage in front of undercover officers at the airport.

Those officers were on alert after an apparent rash of thefts.

Millions of pieces of luggage pass through the airport each year and Orlando police said only 23 bags were reported stolen from January to August of this year.

Arrest papers said Brown got a little more than $700 from the forged checks.

He's also accused of using stolen credit cards at an Orange County Home Depot store a few days ago.

This is the latest issue at Orlando International Airport. Earlier this month, an ABC News investigation caught a security screener at OIA stealing an iPad. A month before that, a baggage handler was arrested on charges of stealing electronics from checked luggage.
