MBI: Winter Park massage parlor workers busted on prostitution charges

WINTER PARK, Fla. —

Workers at a massage parlor in Winter Park were busted by agents on prostitution charges.

Two women were arrested at the parlor near the busy corner of Fairbanks Avenue and 17-92.

Patti Dougherty said she knew the Happy Panda massage parlor was giving more than just massages when she went inside one day to tell them about a broken sprinkler.

"We got to the door and we're telling her about the sprinkler and she goes, 'You go now, I call, you go now,'" Dougherty said.

She said before being ushered out, she saw something odd.

"The bed. A massage parlor does not have a bed," Dougherty said.

After receiving multiple tips from neighbors and finding a backpage.com ad, Metropolitan Bureau of Investigation agents worked for the last six months to arrest women at the Happy Panda for offering sex

According to MBI, 39-year-old He Ping Su would bait the men and 50-year-old Jian Zhang performed the sex acts.

Agents took all their tools of the trade -- massage tables, towel warmers, even the company sign -- to help deter further business.

It isn't the first time the Happy Panda's been in trouble. MBI agents have made a total of five arrests in the last six months but tell us they can only go after the massage therapists, and not the facility itself.

"The owner of the massage facility license can say, 'I had no knowledge of what they were doing,' so it becomes that much more difficult to attack the facility license," Lt. Michael Gibson of MBI said.
