MARION COUNTY, Fla. —
A grand jury wants Marion County to change the way it trains deputies following the release of dash-cam video that shows a deputy shooting and killing an unarmed man in July.
The grand jury studied the video, which WFTV got a look at on Friday. In it, Joshua Salvato could be seen fighting with deputies as they tried to handcuff him along Sunset Harbor Road.
Witnesses said Salvato was stepping into traffic and yelling at cars as deputies arrived.
In the dash-cam video, Salvato can be seen punching and beating deputies Norman Brown and Lauren Miley, but as he backed away from the two, Miley drew her gun and fired.
Not realizing Salvato had been shot, Brown then shot the 21-year-old with a Taser, but officials said that did not contribute to his death.
The grand jury determined the fatal shooting didn't justify criminal charges, but they want Marion County to change its training procedures, concerned about how quickly that deputy drew her gun.
"We said, 'You know, let's go with what they're saying,'" said Judge Cochran of the Marion County Sheriff's Office. "We've had training in place for years."
In its report, the grand jury was concerned the Sheriff's Office had reduced deputy training from40 hours to 24 hours per year. Additionally, the deputies didn't have ongoing training dealing with physical confrontations, commonly referred to as RedSuit training.
"It's such an aggressive training, so we had deputies we had to pull from patrol for them to recuperate," said Cochran."It's also not required training, but it will return."
This new adjustment means deputies will receive four times the training required by the state.
