Tensions boil over as neighbor shoots neighbor in homeowner's association dispute, report says

LANCASTER, Texas — A neighborhood feud in Lancaster, Texas, took an ugly turn Sunday when a resident allegedly opened fire on a neighbor, sending her to a hospital with multiple gunshot wounds, according to news reports.

The victim, identified as Belinda Tucker, was allegedly shot by Kenneth Haggerty while she was sitting in her car in the street in front of her home, WFAA-TV reported.

Tucker's husband, Anthony Tucker, saw what was happening, grabbed his own gun and fired at Haggerty, the news station reported. The pair exchanged gun fire until police arrived and arrested both men.

Tucker, who was shot in the head, arm and hand, and said she's the president of the Pleasant Run Estates Homeowners Association, told WFAA she played dead to survive the attack.

"I used my right hand to shield his final attempt to shoot me in my head, but I fell over in my seat and played dead and did not move," Tucker said.

She was treated and released from a local hospital Sunday night.

"I'm desperately distraught," she said.

Anthony Tucker was later released from jail without charges, but police said they’re still investigating the incident.

Haggerty was apparently upset by a lien placed on his home for non-payment of HOA dues by the Tuckers, a neighbor told the news station.

Resident Valerie Perkins said residents in the subdivision voted in 2016 to disband the HOA and began paying a Public Improvement District for neighborhood maintenance.

Perkins told WFAA that the Tuckers also placed a lien on her home and at least 10 others in the neighborhood. She said she filed a lawsuit over the situation.

Haggerty is still in jail on a $100,000 bond.
