9 Investigates: Cycle of homeless arrests in Orlando

Advocates believe most of Central Florida's chronically homeless population lives in downtown Orlando.

They are defined as having severe mental or physical disabilities with no way of holding down a steady job. Channel 9 discovered many of them have been arrested dozens of times.

Channel 9's Field Sutton questioned local leaders on whether that's helping the city's homeless problem and found one solution being considered that could lead to real change.
