ORANGE COUNTY, Fla. — The managers for the troubled Windsor Cove apartment complex are facing fines of around $7,500 per day after a code enforcement sweep found about 15 violations.
Code enforcement officials said they found a lot of additional problems after 9 Investigates first exposed the poor conditions residents were forced to live in.
Some of those issues include things like new air conditioners put in without permits, problems with window screens but most of the issues were inside the apartments.
Residents said they’re constantly dealing with safety issues and fire hazards.
The issues haven’t been fixed despite millions of federal HUD tax dollars being used to subsidize the rent through the hands of Tennessee-based Global Ministries Foundation.
Global ministries Foundation is now being investigates by the feds.
Rev. Richard Hamlet makes $485,000 a year running the nonprofit.
Code Enforcement agrees more work needs to be done and will issue fines of $500 per day for each remaining violation.
“Unfortunately, a lot of other things they needed to be working on did not get touched on yet,” said Mike Rhodes of Orlando Code Enforcement.
Some worry the fines will take away resources for the work that still needs to be done.
“This is where children live. There’s a lot of children around here. I don’t think they’re being looked after by management,” said a resident, who asked not to be identified.
Code enforcement officials are still adding up the total amount management will be fined every day.
