DELAND, Fla. — Volusia County officials and partners broke ground Tuesday on the New York Avenue Apartments, an 84-unit affordable housing development in downtown DeLand.
The project at 225 W. New York Ave. is designed to expand housing opportunities for the local workforce.
The development is part of the county’s federally funded Transform386 initiative, which aims to replace affordable housing lost during recent hurricanes.
It focuses on providing stable housing for income-eligible families while supporting the continued growth of the downtown community.
The 84-unit complex will feature 13 units specifically designated for individuals transitioning from homelessness. Once finished, the project is intended to provide safe housing for income-eligible families, supporting workforce stability in the DeLand area.
Funding for the project includes a combination of federal and state resources. The development is supported by the Transform386 initiative and includes gap funding through the HOME, HOME-ARP and SHIP programs. These resources are administered by the Volusia County Community Assistance Division.
The New York Avenue Apartments is the second of four multi-family housing developments approved under the Transform386 program to begin construction. County officials expect the remaining approved projects to move forward in the coming months.
Blue Sky Communities is managing the development of the downtown site. The project is expected to contribute to the economic vitality of the downtown district by allowing more residents to live near local places of employment.
Construction is expected to be completed in 2027.
