Man accused of recording up girls' skirts at Publix bonds out of jail

ORLANDO, Fla. — A 27-year-old man bonded out of jail early Wednesday morning after he was arrested by Orlando police on a second charge of video voyeurism.

Scott Irwin is accused of placing his cellphone inside a hand-basket and recording under the skirt or shorts of girls between 5 and 13 years old at a Publix grocery store.
Irwin tried to post bail Tuesday night, but a bail bondsman revoked Irwin’s bond from his first arrest.
John Von Achen of Barron Bail Bonds learned Irwin was using a different bail bond company for the latest charge and it raised some red flags.
“That upset me because I had him out on the first time and I helped him and he got arrested and didn’t call me or anybody in my office to say he was back in jail,” Von Achen said. "He went through somebody else, and bells and whistles go off when something like that happens.”
Officials said Irwin told them he is a sex addict. Police said they found a book on sex addiction when Irwin's home was raided after his first arrest. 
Irwin said he's been going to meetings to address his addiction. 
A shopper at Publix on Meeting Place in Baldwin Park reported seeing Irwin commit the crime on March 10 and reported the incident to police.
Police identified Irwin through video footage from the store, and the customer positively identified him. He was arrested for video voyeurism upon a 13-year-old child.  
Irwin was arrested a second time on Monday after a second victim, a 10 years old, was identified.
Police said they are still searching for a third victim seen in the surveillance video.
