DELAND, Fla. — Two men were arrested in connection with a violent road-rage shooting in DeLand that killed two people, police said.
Charlie Martin, 20, and Jevon Dennis, 22, were arrested and charged with second degree murder for the November 2016 shooting that killed Clayton Lowery and Victor Small, police said.
Martin and Dennis were already in jail in connection with unrelated charges when police charged them each with second-degree murder.

"The arrests bring closure to the members of the family of Candlelight Oaks where these crimes occurred," said DeLand police Chief Jason Umberger.
In late November, DeLand police said someone rear-ended Lowery’s Buick Regal on Valleydale Avenue.

Detectives said Lowery got out of his car and began arguing with Martin and Dennis, and all three started shooting.
"And as all too often is the case, people seem to think they need to solve their disputes with firearms. Firearms came out, three individuals exchanged fire, leaving two people dead," said Umberger.
Lowery was shot to death, police said.
Police said a stray bullet hit and killed Small, who was standing nearby. Another bullet wounded a man who was attending a nearby block party.
Umberger said it’s a senseless crime that will not be tolerated in DeLand.
“If you want to be someone that carries a fun and perpetrates violence, then we are going to find youy and we are going to arrest you,” he said.
