9 investigates prior complaints against Eustis officer accused of road rage

EUSTIS, Fla. — 9 Investigates found a string of complaints against a Eustis police officer who was accused of flashing her gun during a road rage incident.

Senior Officer Theresa Graham is on paid administrative leave.

Records show that Graham has had several citizen complaints over the last five years.

In an April 2012 affidavit, a citizen claimed that “Officer Graham was impatient, rude and told her to leave the premises” of a scene in which the citizen’s niece was the victim of a crime.

While internal affairs investigators were looking into that complaint, they received a second call about Graham’s attitude in an unrelated case.

9 Investigates learned that Graham wasn’t disciplined, but instead “reminded to treat the public with dignity and respect, and act in a professional manner at all times.”

In November 2014, Graham received a three-day suspension, retraining and a written reprimand after an internal investigation found she “exhibited poor attitude, conduct and demeanor.”

In that case, a citizen claimed “Graham threatened her by placing her hand on her firearm.”

According to records, body camera video in that investigation showed that “though Ofc. Graham was discourteous and rude, there was not anything which would indicate she threatened anyone by placing her hand on her weapon.”

However, two additional complaints were filed against her in unrelated cases during the course of the internal investigation.

Internal affairs Investigators wrote she “exhibited behavior unbecoming of a Eustis police officer, lowering the public respect and confidence of this agency.”
