She told police that she felt Allen come up behind her and he then placed his hands over her mouth and started dragging her toward the breezeway of the building, telling her to "shut up." Police said Allen's actions caused the woman's son to fall from the stroller.
According to an arrest report, Allen then pulled down the woman's pants and kept telling her to "shut up."
Police said a witness heard the incident and intervened. Shortly after, officers found Allen walking and he was taken into custody. Police said Allen told them, "I need to confess, I'm afraid. So scared for my life. I'm so afraid of the rapture. Jesus, I'm afraid."
They said he also stated he was "so wrong" and he needed to talk to the woman and say he was sorry.
"I'm so scared. I'm sorry. I just don't want to be alone for the rapture," Allen told police. "I just wanted her to feel my fear too."
Allen was booked in jail with no bond. He has a pending drug offense in Pennsylvania, according to the arrest report.
