Attorneys request information on ex-Casselberry PD chief in sex harassment case

CASSELBERRY, Fla. — The attorneys who represent three women who claim they were sexually harassed and discriminated against by the Casselberry police chief have sent the city an extensive request for information about him.

The law firm Burruezo and Burruezo said it's representing several women who claim to have selfie-style photos of former Police Chief Bill McNeil's penis and videos of him masturbating.

City manager James Newton spoke with WFTV about the allegations.

"I was stunned, frankly.  We met with staff and they brought this to me and everything stopped, and we had to focus on this and focus on this only," Newton said.

The attorneys also want all of his phone and text records, and his correspondence from January 2010 to November 2014, which is when he was chief.

"Based on the information I have, there is no bad publicity to come out.  This is as bad as it gets," Newton said.

The law firm also requested records of poems sent or received by McNeil, including records maintained on his work computer and flash drives, any employment discrimination, sexual harassment or hostile work environment complaints against him and records involving internal affairs investigations.

The lawyers representing the women emailed WFTV, writing that they have been contacted by more potential clients.

McNeil's personnel file showed no records that anyone had ever complained to human resources about him.

The city still doesn't know who the alleged victims are, just that they are women.

"Is it frustrating to have these allegations come out, without any names behind them?" asked WFTV reporter Karla Ray.

"Extremely.  We did not know this was happening. If it was happening, we could not protect the people it was happening to because normal procedures weren't followed," Newton said.

Police Capt. David del Rosso has been filling in as chief since McNeil's resignation.

The city manager plans to recommend he keep the position until a search can begin.
