KISSIMMEE, Fla. — The City of Kissimmee has improved its federal flood insurance rating, qualifying eligible policyholders for a 25% discount on most policies issued or renewed on or after Oct. 1, 2026. The Federal Emergency Management Agency notified the city that its classification in the National Flood Insurance Program Community Rating System had moved from Class 7 to Class 5.
The improved rating increases the existing 15% discount to 25% for eligible property owners. The Community Rating System recognizes municipalities that go beyond minimum standards for floodplain management, offering discounts ranging from 5% for Class 9 communities to 45% for those reaching Class one.
The improved classification follows a comprehensive five-year verification conducted by Insurance Services Office, Inc., the contractor for the FEMA Community Rating System. During the 2025 review, Kissimmee earned 2,659 credit points, exceeding the requirements for a Class five rating while meeting all program prerequisites.
The city’s Public Works and Engineering Department and the Stormwater and Flood Prevention Division led the multiyear effort. This work included maintaining accurate permit records for development in flood-prone areas and updating zoning ordinances to strengthen flood protection standards. Staff also monitored progress on the city’s Floodplain Management Plan, Repetitive Loss Area Analysis, and Substantial Damage Management Plan.
Public outreach efforts contributed to the rating, including annual letters sent to residents in areas with recurring flood losses. Nagel Altrui, the City of Kissimmee floodplain manager, said voluntary participation in the program helps the community beyond financial savings.
“Flooding can affect properties throughout our community, not just those in high-risk flood zones,” Altrui said. “Our voluntary participation in the National Flood Insurance Program and continued investment in floodplain management help reduce flood risk, improve community preparedness, and provide eligible property owners with significant savings on flood insurance.”
The city also updated its emergency response protocols by participating in reviews following flooding events to evaluate performance. To maintain the Class Five status, Kissimmee must complete an annual recertification process in addition to the comprehensive verification conducted every five years.
Eligible policyholders will begin receiving the 25% premium discount on most flood insurance policies issued or renewed on or after Oct. 1, 2026. The city will continue implementing floodplain management practices intended to protect residents and reduce property damage.
