VOLUSIA COUNTY, Fla. — Volusia County Council on Thursday approved tentative millage rates and a roughly $1.8 billion gross budget for fiscal year 2026-27.
No property tax rates will rise under the plan. Of the county’s 10 millage rates, two will decrease and eight will stay the same.
The $1.8 billion gross figure includes reserves, internal service funds and inter-fund transfers. Stripping out those internal accounts leaves a net budget of about $1.06 billion, matched by $1.06 billion in net revenues.
Property taxes make up $455.5 million, or 42.8%, of net revenues. The rest comes from service charges, grants, tourist and convention development taxes, fuel and utility taxes, investment income and restricted accounts such as airport funds.
Public safety receives $254.6 million, nearly 56% of property tax revenue, to fund law enforcement, Fire Rescue, EMS, and Emergency Management operations.
Transportation and public works total $299.6 million, or 27.9% of net expenditures, supporting roads, infrastructure and countywide transportation services.
The General Fund millage rate remains at 3.2007 mills for the second straight year, down from 5.6944 mills in 2018-19.
The tentative budget also maintains current funding for libraries, environmental programs, public transit, beach management, airport operations and the court system.
Council will take final action on the 2026-27 budget and millage rates at 5:01 p.m. Sept. 22 during its second and final public hearing.
