Tennessee teen missing since 2019 likely in Florida, authorities say, father charged with kidnapping

ORLANDO, Fla. — Authorities in Tennessee say a 17-year-old girl last seen there in 2019 may be in Florida with her father, who’s accused of kidnapping her.

Daphne Westbrook was last seen in Chattanooga in October 2019 after her non-custodial father, John Westbrook, failed to return her from a weekend visit, according to the Tennessee Bureau of Investigation.

Daphne was placed on the Bureau’s missing children website after Westbrook was charged with custodial interference by Hamilton County authorities in June of 2020.

Last month, a grand jury in Hamilton County, TN indicted Westbrook for aggravated kidnapping in connection to Daphne’s disappearance.

Authorities initially believed John and Daphne may have traveled to the western part of the country, but announced Friday that they had information placing the two in Florida within the last week.

TBI says they may be traveling in a 1971 Volkswagen beetle with a missing windshield and no license plate.

Daphne is described as 5 feet 3 inches tall, weighing approximately 110 pounds with brown hair and brown eyes.

John Westbrook is 6 feet 4 inches tall and approximately 200 pounds with brown hair and blue eyes.
