Winter Park man charged with DUI manslaughter in fatal SR 408 crash, troopers say

ORANGE COUNTY, Fla. — A 30-year-old Orlando man died earlier this month after a multivehicle crash that shut down eastbound State Road 408 near State Road 417 for hours, the Florida Highway Patrol said.

According to FHP, Victor Jesus Otero, 45, of Winter Park, was allegedly speeding  at 98 mph on May 3 on State Road 408 at about 6:30 p.m. and slammed into the rear of a car driven by Lester Balibalos.

The force of the impact caused Otero’s pickup truck to overturn and pushed Balibalos’ car into the vehicle in front of him. Balibalo, 30, died in the crash.

The other two drivers received minor injuries in the crash.

The third vehicle then ran into a vehicle in front of it, troopers said.

Otero was taken to Orlando Regional Medical Center for treatment of minor injuries.

He was arrested June 1 and faces charges of DUI manslaughter and vehicular homicide, troopers said.

Investigators said Otero had a .150 blood alcohol level.
