Woman police say was shot by ex-boyfriend denied two injunctions against him

ORANGE COUNTY, Fla. — The woman who deputies say was shot by her ex-boyfriend on Friday was rejected twice when she filed injunctions against the suspect, documents show.
 
Officials said Manuel Feliciano shot Mary Barreda, a 45-year-old mother of two, outside her home in Azalea Park.
 
New documents obtained by Channel 9 show Barreda tried to have restraining orders filed against Feliciano twice, but was denied both times. She was in court as recently as two days before her death.
 
Barreda filed for a support petition on May 3 against Feliciano. It documented repeated acts of violence from Feliciano to the victim had been reported to three separate law enforcement agencies in Maitland, and Orange and Seminole counties.
 
An order from the court denied her petition.

On the same day, a support petition documented Barreda’s testimony that Feliciano battered her and included a photograph of her with a black and blue eye.

On May 4, Judge Kimberly Shepard denied the injunction.

"No judge likes to deny an injunction and see this as a result, but they are bound to follow the law," former judge and WFTV legal analyst Belvin Perry said. "In this particular case, there's only one clear act of violence within that six month period of time."
 
On May 27, deputies received a call from Barreda's 7-year-old daughter that her mother had been shot and was bleeding and dying. Deputies and firefighters responded and Barreda was found in the driveway, where she was later pronounced dead.
 
Barreda's daughter said Feliciano had come to their home and banged loudly on the door. She said she saw he had a gun in his waistband and tried to warn her mother. She said Feliciano grabbed her mother by her shirt and dragged her to the passenger side of her car. She said she heard a gunshot and could no longer see her mother.

Perry said even if the court had awarded Barreda the injunction, it does not act as a Kevlar vest.

The girl said she saw Feliciano run from the driver and get into a green car driven by a woman.

The daughter told investigators that her mother and Feliciano began dating two years ago. She said he would hit her mother on a regular basis and saw her mother with a black and blue eye. She also said she saw Feliciano curse while driving and cause more than $1,000 in damage to the interior of her mother’s car. %

Barreda’s daughter and 3-year-old son both identified Feliciano as the person who shot their mother, according to investigators.

Feliciano was identified as a suspect in another shooting on May 27 on the 5200 of 2nd Street in Orange County.

A witness said a Hispanic man was dropped off in front of the house by a woman driving a green Nissan Armada. She said he walked up to Otis Mitchell, said, "Hey 'Papi,'" and pulled out a black handgun and fired, striking Mitchell in the neck.
 
The witness said the man, who was in his 50s, with salt and pepper hair and tattoos, fled the residence, but fired several more rounds in its direction. She said she could not identify the man, but had seen him and the female driver before, and would be able to identify them.

Residents of the neighborhood said they saw the suspect run through the neighborhood and enter a home on Annandale Avenue, which was later determined to belong to Feliciano.

Deputies surrounded the home and a shooting took place between Feliciano and deputies. He was taken into custody by an Orange County SWAT team. Officials said he was found unconscious in his home with an unknown medical condition. %

He was taken to Orlando Regional Medical Center and monitored by deputies, but he did not suffer any gun shot wounds.

After receiving surgery for his injuries, Mitchell was able to identify Feliciano as the man who shot him. A witness said Feliciano was without a doubt the person who shot Mitchell based on a photo of his driver’s license.

Deputies charged Feliciano with a pre-meditated murder of Barreda based on reports documenting a pattern of violence, eyewitness testimony and identification by witnesses, according to documents.

Feliciano was also charged with attempted murder in Mitchell’s shooting.
