Mother denied custody of children after drunken teen found in bathroom

ORANGE COUNTY, Fla. — Police say they found a 13-year-old girl so drunk that she needed medical attention. They charged her mother with child neglect.
 
Oakland police say they found Carolyn Foster's daughter drunk and passed out over the weekend.
 
On Tuesday Judge Alicia Latimore said it wasn't in Foster's children's best interest to allow them to return to Lake John's Motel, where they lived with their mother.  
 
Channel 9's Jorge Estevez was in the courtroom and reported that Foster appeared disoriented as she responded to the judge.
 
Latimore decided to place the 13-year-old girl and her 8-year-old brother in protective custody.
 
"Then I would ask the department to make every effort to place them together," said Latimore.
 
According to police, officers responded to the motel Saturday night after receiving reports of a fight. They said when they went into the motel room they found a group of intoxicated people, including Foster and her boyfriend. They found the 13-year-old drunk and passed out in the bathroom.
 
"It is not uncommon when we get called out to a home for concerns regarding a particular situation and when we get out there there's probably some other concerns that need to be addressed as well," said Christie Gray, with the Florida Department of Children and Families.
 
 According to investigators Foster told police that the group was sitting on the motel room floor playing drinking games. She said her daughter must have been sneaking vodka and beer.
 
"Our concern was, mom should have been aware or was aware that this drinking was going on, so that's where supervision issues come into play," said Gray.
 
The 8-year-old is staying with family and will likely be joined by the 13-year-old, once she's released from the medical facility where she is being treated.
