‘Unforgivable’: San Antonio woman arrested after toddlers found caged, hogtied

SAN ANTONIO — A Texas woman is facing two child endangerment charges after authorities found two unattended toddlers, alone and restrained, in the locked bedroom of a San Antonio home.

Priscilla Ann Salais, 37, was arrested Tuesday after the children’s grandmother requested a welfare check Sunday and first responders encountered a hogtied 1-year-old and a 2-year-old caged in a playpen, San Antonio Police Chief William McManus told KTSA.

According to the arrest affidavit, firefighters forced their way into the locked room and found that the 1-year-old girl’s wrists and ankles had been tied and their bindings had been tied together. The child had visible injuries, including a black eye and bloody lip, KSAT reported.

Meanwhile, the 2-year-old boy, whose diaper was “heavily soiled,” was discovered in a playpen “that was completely covered” by a changing table and baby carrier, trapping the child within the enclosure, the affidavit stated.

“What (Salais) did to these children is unforgivable,” McManus said about the arrest on Tuesday, the TV station reported.

The children have been turned over to Child Protective Services, KSAT reported.
