Action 9 gets results after family pays contractor thousands for work not done

ORLANDO,Fla. — An Osceola county family claims a licensed contractor took a big deposit two years ago, but never finished their screen room.

They complained to the state, but still could not get their money back, so they called Action 9.

"The screen room goes here," said Emilio Cruz as he stood on a concrete slab that was to be an addition to his mother's house.

Two years ago, his mother signed a contract with Blue Skye Screening and paid $3,400 upfront. The slab was poured, but Cruz said that's the last time the company did any work.

"I kept calling him and calling him and calling him, and getting nowhere," he said.

He was trying to reach licensed contractor Bruce Rynearson.

Cruz filed a complaint against his license a year ago with the state and it found Rynearson violated contracting regulations.

But still Cruz could not get his mother's money back.

"And the state doesn't do anything. They let them do this," said a frustrated Cruz.

At least six other homeowners are telling the same story.

They claim they paid Blue Skye Screening thousands for work that was never done. They've also complained to the Better Business Bureau. 
  
The Blue Skye business address is a home in South Orlando. Action 9's Todd Ulrich went there for answers.

"I'm trying to get these consumers their money back," said Ulrich. 

"That's my son-in-law and I have nothing to do with that," said Bruce Rynearson's mother-in-law. The company had used her mailing address.

An hour after Ulrich left the home, a company spokesman called him and said Emilio Cruz and his mom would have a full refund this month.

The company blamed delays on homeowner's association issues out of its control, and a difficult time for the company.

Emilio Cruz said he begged for that refund a year ago without any results.

"It's a game that he plays," Cruz said.

Blue Skye Screening also told Action 9 it wasn't going to keep anyone's money for work it could not complete.

The contractor still faces disciplinary action by state regulators.
