What changes for homeowners?
Amendment 3 increases the homestead exemption for non-school property taxes to $150,000 in 2027 and $250,000 in 2028. Annual inflation adjustments begin in 2029.
The larger exemptions apply to qualifying property owners who are permanent Florida residents as of Dec. 31, 2026.
People establishing residency afterward initially receive a smaller exemption, with eligibility for the increased benefit beginning in their fifth year of receiving a homestead exemption, subject to constitutional requirements.
Channel 9 previously explained the proposal and the dispute over its ballot language.
What changes for rentals and other properties?
The amendment lowers the annual assessment-growth cap for non-homestead properties from 10% to 5% for non-school taxes.
That category includes rental properties, second homes, commercial properties and vacant land.
The cap limits increases in assessed value. It does not impose the same percentage limit on a property owner’s total tax bill.
Does Amendment 3 eliminate property taxes?
No. The amendment does not eliminate property taxes or expand the exemption for school district taxes.
A property owner’s savings depend on eligibility, assessed value and local tax rates. Other charges may also affect the total bill.
The measure also includes restrictions on how counties and municipalities can spend property tax revenue and a process for allowing further exemption increases.

When do the changes take effect?
The amendment takes effect Jan. 1, 2027. According to the Seminole County Property Appraiser’s Office, the changes first appear on tax bills issued in November 2027.
Election results remain unofficial until certified.
