ORANGE COUNTY, Fla. — A man facing charges related to five road-rage shootings was denied bond on Friday.
Emanuel Bullard, 19, was first arrested Sunday and bonded out of jail on Tuesday after he was arrested and charged with four counts of aggravated assault with a firearm and four counts of shooting into an occupied vehicle. He was arrested again on more charges Thursday.

This time, a judge ruled Cullard be held on no bond.
Channel 9 was the only station there when 19-year-old Emanuel Bullard bonded out of jail early Tuesday.
Bullard didn’t want to talk until our crew asked him what he had to say to his victims.
“Don’t (expletive) with me and I won’t (expletive) with you,” Bullard told the camera.

A lot of people, including Orange County Sheriff John Mina, wondered why Bullard was allowed out of jail in the first place.
His original bond was $3,500 so he only had to pay $350 to get out of jail.

Mina said Bullard should never have been released.
“What Mr. Bullard was doing was extremely dangerous,” Orange County Sheriff John Mina said at a news conference Thursday. “You’re shooting at people in our community … just by the grace of God, no one was struck by those bullets.”

Mina told Channel 9 that he is trying to work with judges and prosecutors more closely to make sure it doesn’t happen again.
“We’re confident that he won’t get out and cause more havoc in our community,” Mina said.
In the new incident, Bullard is facing 10 felony charges.
The State Attorney’s Office released the following statement regarding the case:
“The criminal legal system is comprised of law enforcement agencies, the State Attorney’s Office, the defense bar, and the judiciary. On February 13, 2022, Mr. Emanuel Bullard was arrested on four cases spanning from December 2021 – January 2022. The State Attorney’s Office had no knowledge of these cases prior to his arraignment on February 14, 2022. Pursuant to Florida Statutes, Mr. Bullard was entitled to a bond with the exception of limited circumstances. The court set a bond in the amount of $3,500. Having no prior knowledge regarding the case, the State Attorney’s Office did not object to the court setting a bond. Mr. Bullard bonded out on Tuesday, February 15, 2022. As soon as our office became aware of the details surrounding the case, we immediately worked with law enforcement to gather the information needed to file a motion for pre-trial detention on that same day. That motion was addressed by the court today and as a result, Mr. Bullard is currently being held with no bond. This case is an example of the importance of timely communication between law enforcement, the State Attorney’s Office, and the judiciary. The system collectively failed to handle this case with the gravity it deserves. We are thankful that this matter was able to be rectified quickly, and we are committed to working closely with our law enforcement partners to make the necessary adjustments going forward to ensure the safety of our community.”
