ORANGE COUNTY, Fla. — Orange County Public Schools safety leaders recently joined law enforcement, fire and EMS crews for an intensive, two-day active-shooter training exercise built around real campus maps and real-world timelines.
The drill, led by NCIER, guided teams through every crisis phase: initial violence, lockdown, and reunification with parents. By using actual school floor plans, participants could spot policy gaps and update procedures before a real emergency.
“Being able to come together, train together, using your own facilities… really brings it home where your gaps are,” one instructor said. OCPS officials called the training essential for consistent, districtwide incident management.
The exercise reflects OCPS’s emergency-management program, including regular drills and a district reunification plan adopted by the school board.
Florida law requires frequent active-assailant drills, and OCPS conducts multiple active-assailant, fire, and severe-weather drills annually under its Standard Response Protocol (Hold, Secure, Lockdown, Evacuate, Shelter).
What this means for families
Training on real campus layouts helps ensure staff and first responders are well-prepared to transition from thinking “what if” to confidently saying “what we’ll do.” Additionally, reunification planning is designed to ensure everyone stays clear-headed and calm, making student–parent handoffs quick and safe after an incident.
