9 Investigates: Notary for FHP arrested for fraud brings other documents into question

ORLANDO, Fla. — 9 Investigates discovered that a records technician working for the Florida Highway Patrol was arrested for fraud involving her role as a notary.

Investigators believe Kisha Banks notarized a document that was used to enroll a child in school, even though she knew it might have contained a forged signature.

The document raises more questions about other documents Banks may have handled at FHP.

"It strikes at the very heart of what a notary is about,” said WFTV legal analyst Belvin Perry.

Investigators believe that in August, Banks brought someone into the Highway Patrol office in Orlando where she worked and notarized a document she knew might have a forged signature.

Records show the notarized document was a temporary guardianship form brought in by a woman, but a girl's father told investigators he had never signed off on it, and the signature on it was a forgery.

The form was used to enroll the child in school.

"So it's going to call into question a number of documents, and people are going to go back and look at them and say, 'The documents coming from this person, are they the real deal?’” said Perry.

Perry said the big problem is the unknown: What type of documents did Banks notarize and could she have mishandled Florida Highway Patrol case documents?

Channel 9’s Jeff Deal reached out to the Highway Patrol and asked what her exact role was, and if there's concern this could affect cases.

The Florida Highway Patrol said it is still investigating.

Banks is off the job and has been recommended for termination.

The third-degree felony she's facing can carry up to five years in prison.

Charging documents show all she got in exchange for the crime was a haircut for her son.
