Blossom Park condo complex continues to sit in ruins

ORANGE COUNTY, Fla. — Owners of the troubled Blossom Park condos in Orange County are supposed to be turning the complex around, but some have complained about heaps of trash on the property.

Every dumpster at the condominium complex is full. For weeks the garbage has not been picked up because the bills haven't been paid, Channel 9's Shannon Butler found.

Some say receiver Frank Barber is to blame, while others blame the homeowners.

"We have a lot of owners who owe a lot of money there," said homeowner Lucy Blahy. "They refuse to pay. I don't know if they are afraid or taking advantage of the situation."

Barber's contract was up on May 19 he was supposed to be out, but since no board is in place, he's unable to leave.

"We are still at the same place we were before, that's what it feels like," said Barber. "There is a reason. When my receivership ended, I have no power to do anything. I am in limbo."

The homeowners had appointed a temporary HOA board and banned together to save the property, but things recently changed.

"We are not on the same page anymore," said Blahy.

The county has not said whether it will force residents out of the dilapidated properties.

In the meantime, an emergency hearing is being held to try to get someone in place to take care of money and repairs.
