Kissimmee police chief accused of interfering with investigation into captain's alleged affairs

KISSIMMEE, Fla. — Kissimee's city manager is now looking into whether the city's police chief gave favorable treatment to one of her captains caught in a scandal.

Married Kissimmee police Capt. James Napier was accused of having affairs with two county deputies' wives while on duty.

However, an internal report accuses Chief Fran Iwanski of interfering with the investigation by insisting that Napier be the only person interviewed, despite procedure calling for witnesses to also be contacted.

"Where we stand now, the city manager is looking into this. The chief was removed from the discipline process to ensure the integrity of the process itself," said Carla Banks, city spokeswoman.

Napier also works for Iwanski at the private traffic safety school she owns.

Napier admitted to one affair, but said it happened off-duty.

A follow-up investigation directed by the city manager found Napier violated several policies.

Officials said he was demoted and took a $9,000 pay cut.
