ORLANDO, Fla. — After a night of drinks downtown and at Knights Library near the University of Central Florida, police said Filemon Chavez, 21, committed a sexual battery inside a bedroom near West Plaza, where The Towers apartments are located.
According to an incident report, after he offered the victim drinks to the point that she was “unable to walk,” the victim “felt somebody heavy in bed."
A witness told university police that Chavez admitted to “touching the victim while in bed, but stopping because he didn't feel like they were enjoying it.”
Chavez was arrested for the Feb. 3 incident, but the crime allegedly took place the same week Channel 9 first exposed disturbing statistics about sex crimes on UCF’s campus.
Of 51 alleged sex crimes there over five years, none of the cases resulted in a successful prosecution.
The police chief said he doesn’t think the number sends a message that sex crimes are easy to get away with at UCF
“I think we do a great job conducting these investigations,” said Chief Richard Beary.
In the case against Chavez, investigators collected a long list of evidence, did a recorded interview with the victim and obtained text messages about the alleged act.
“There's a new awareness, and police are conducting thorough investigations to get as much evidence as they're going to get, and encourage the victim's cooperation,” said WFTV legal analyst Bill Sheaffer.
