Orlando officials propose moratorium on new downtown nightclubs, new permit

ORLANDO, Fla. — City officials are proposing changes that could have a major impact on downtown nightlife.

For months, efforts have been made to quell violence downtown.

Now, city leaders are proposing not allowing any new nightclubs for at least six months, and much stricter requirements on businesses that want to sell liquor after midnight.

Officials have become increasingly concerned about violence after incidents like July, after a fight led to a shooting where several people were injured. As a result, the city increased police presence and installed security checkpoints.

David Barilla with the Downtown Development Board said the city has been paying about $40,000 each weekend for extra police presence in downtown.

Now, the city is considering the other initiatives, including the six-month moratorium on new nightclubs, which would give the city time to study the concentration of clubs already in downtown.

The proposed new permit for downtown businesses to serve alcohol after midnight would start in May, which Barilla said is in other cities.

The permit would entail hiring off-duty police. For businesses that hold more than 50 people, it would require walk-through metal detectors and ID scanners, and licensed security personnel at each entry point.

Some bar owners have expressed concerns that, with high rent downtown, the extra costs could put them out of business. The city said shared burden and other changes are needed to balance the city’s resources and make downtown safer for everyone.

A first reading and vote will take place during the next City Council meeting on Monday. If approved, a final vote would take place early February.
