Retired OPD deputy chief pulled over in uniform, charged with DUI

OVIEDO, Fla. — Authorities said a retired Orlando police officer was in uniform when he arrested for driving under the influence.

Former deputy police chief Frank Fink remains jailed after being arrested in Oviedo two weeks ago.

Oviedo police pulled Fink over after they said he took a wild ride for more than two miles, blowing through stop signs and driving over curbs.

When he pulled over along Alafaya Woods Boulevard, they said Fink told them he had taken prescription drugs and had a suspended license, and he was wearing an OPD uniform.

"He did have on a uniform shirt and a uniform pair of pants from the City of Orlando," said Lt. Mike Beavers of the Oviedo Police Department. "He did not have a badge affixed to the shirt. He did not have a name plate. He did not have collar brass. He was not wearing a gun belt."

Fink, once the department's SWAT captain, retired under a cloud of controversy in 2003 when he was about to be demoted over his behavior at an out-of-state FBI conference.

Fink's arrest was a violation of his probation over an arrest last year for exposing himself in public and disorderly conduct.

Oviedo police considered whether to charge Fink with impersonating a police officer, but they chose not to after deciding he did not try to take any actions as a police officer.

It's unclear why he was wearing the uniform or why he has it, but Oviedo police said they notified OPD about it.

Fink remains jailed on no bond because of the probation violation. It's now up to Seminole County prosecutors to decide on the charges.
