The officer, Wayne Jean, suffered a minor injury, but police did not elaborate on the nature of the injury.
Jean and fellow officers Warren Carmen and Jacob Bissonnette said they were approached by a Powell, who was driving a car in the City Center area.
As the officers began to speak with him, he abruptly drove away, striking officer Jean with the side of his car, police said.
The officers then chased Powell into a parking lot in the Coral Bay Villas on Clyde Morris Boulevard, police said.
He got out of his car and fired multiple shots at the officers with a handgun, police said.
The officers returned fire, hitting and killing Powell.
Residents at the complex were caught off guard by the shootout.
"It's quiet," said Kim Albertson, who lives at the complex. "Nothing happens here. I'm amazed."

The Florida Department of Law Enforcement is investigating the shooting, as is standard.
All three officers have been placed on administrative leave pending the investigation.
"I'm grateful for our police reaction," said Albertson. "That's why I moved to Port Orange for our public service. That's exactly why I moved to Port Orange."

Police say Powell hit an officer with his vehicle. That led to a short pursuit. Police say Powell led them to the back parking lot of the Coral Bay Villas and fired multiple rounds at officers.
