Internal investigation reveals hundreds of texts between St. Cloud officers on duty

ST. CLOUD, Fla. — Channel 9 has obtained documents related to an internal investigation that left two St. Cloud police officers without a job.

Officer Jennifer Hoyos first made headlines when she was attacked by an Osceola County deputy over a relationship she was having with the deputy's husband, who was also a St. Cloud police officer.

An internal investigation has revealed Hoyos was romantically involved with another married St. Cloud police officer, Michael Baggett.

"We expect them to keep us safe," said St. Cloud resident James Guerrero.

According to the internal investigation, Hoyos and Baggett exchanged hundreds of text message while on duty. The report states the messages "seem to indicate that they were trying to figure out a way to have sex on duty."

"I'm sure that it could be distracting," said Guerrero.

Both officers denied they had sex while on duty. The investigation revealed some messages that indicated Hoyos was trying to avoid work by hiding out in a community but still answering calls.

According to the report, the two sent each other 135 texts while in a four-hour training session.

Baggett told his supervisors he "did nothing to discredit the city or the police department or the profession," according to the investigation.

"It's disappointing with those two, but I don't believe that it reflects on the Police Department," said Guerrero.

Both Hoyos and Baggett were terminated from the St. Cloud Police Department.
