ORANGE COUNTY, Fla. — A sex offender accused of flashing a woman near an Orange County elementary school was denied bail on Friday.
Jermetras Watson, 38, was booked in the Orange County Jail on a misdemeanor loitering charge after he was arrested Thursday.
Watson had a hearing at the Winter Park courthouse stemming from an arrest in October on charges of loitering within 300 feet of children and exposing himself.
Three schools alerted parents to be on the lookout for Watson after he allegedly exposed himself to a woman in Baldwin Park and outside Audubon Park Elementary. The next day, Watson allegedly told a woman near Hillcrest Elementary that he had rape on his mind.
Watson was arrested in May on six felony charges after allegedly exposing himself to a group of 10 students during recess in Audubon Park Elementary. The case was ultimately not prosecuted. Notes from the State Attorney's Office said interviews with some of the victims were not recorded and another similar case in the area was not fully investigated, which could have raised reasonable doubt in the felony case.
Prosecution notes also show that Orlando Police detective Rory Fiorino decided "on her own" that Watson wasn't a suspect. "She did no follow-up and never placed him in a lineup," the documents said.
While three of the children said Watson had taken pictures of them, none were found on his phone.
Prosecutor Deb Barra concluded she could not prove the case beyond a reasonable doubt.
"At what point does it become too much? At what point does it become where this person really doesn't need to be in society?" asked parent Traci Barber.
Channel Nine gave the notes to the Orlando Police Department seeking comment. They were sent to Fiorino’s supervisor but no other information was immediately released.
