Should welfare applicants have to pass drug test? Appeal hearing begins

ORLANDO, Fla. — A federal appeals court began hearing arguments in a challenge to a Florida state law requiring welfare applicants to pass a drug test.

Florida's 2011 law required welfare applicants to pass a drug test to receive benefits. It was in effect from July through October 2011 before a federal judge temporarily blocked it.

The judge said the law could violate a constitutional ban on unreasonable searches and seizures.
